However there is a debate on what it exactly means in a conflict. If Ukaine retook any losses to its sovereignty. A conflict obviously emerges of competing claims and territory. One that isn't solved until truce or recognition or surrender.

However, it can be argued until any conflict resolves. And because it hasn't, they will continue fighting over it. It simply doesn't change that fact. No matter who claims what.
