Counterfeit rods at ZNPP are made using US parts in Sweden. The real source of fuel itself is unknown to me.
Really, it does not matter where you make that things, more important is how you prepare fuel in them. You have to make it exactly the same as fuel in original rods.
It's like with all that biodiesels and other stuff. It does not matter who and where make it, if it have parameters suitable for engine. Otherwise you are in trouble and could seriously damage an engine. It looks not very dangerous for diesel, but nuclear reactor is not the thing to experiment with.
The problem is not in counterfeiting, the problem is in doing dangerous experiments on live station in populated area.
