Ignore any stupid laws, avoid state and everything from it as much as possible, don't pay taxes or pay as little as possible (in any case they will be stolen by bureaucrats), never trust any politicians or state bureaucrats there can't be good one. Get, fake, buy all necessary state papers and documents to minimize attention and avoid problems in case of possible checks or verification.

Hardly it is best and correct way, but it somehow works for preserving our community and don't need much effort from participants.

Second option could be something like Sicilian mafia in its early days as a resistance to occupation.

Third option could be Zapatista's way of Leaderless Resistance.
