The news I've seen actually makes it sound like Maxwell was recruiting girls "for Epstein" as if they were all for him personally. It's a massive damage control operation.

EDIT: The term "solidify" in the title of this post is a propaganda technique called anchoring. Information about the trial is being deliberately withheld so the news organizations can swoop in with the first information most people get, which is what they will tend to remember and believe.
