Look at the two Iraq wars:

In the first, Saddam gathered his army in units, sections, and companies. Bombs and missiles and planes and tanks defeat gathered troops.

In the second, the troops were peppered throughout the population. Bombs became immoral, planes less useful, tanks an IED liability.

We fight best against large militaries while fully dispersed. Don't question the tactics unless you could do better.
