That's what I feel is the right view. God lies in the set of values we choose to have. The 'public' god is really just the externalization of the values, made known so people can agree in mass to the values. Churches operate as if there is a god proclaiming the values, but it is really mass commitment to the beliefs about morality.
The people who say there is no god are really saying there are no values worth sharing. And they are wrong. The godless Communists are saying there is no god, they are the god whose values are to be followed. And that is why they try to stamp out religion - religion is a threat to their dominating values.
