Since you had technically not committed murder (think of Holdolomor or the Khmer Rouge "Agrarian Utopias"), investigators can't really call this a "Genocide" unlike Rwanda 1994 or Nazi Germany. There's no indication of genocide unlike Stalin or Pol Pot who at least explicitly promoted extermination policies or slogans.
