Furthermore, it is the duty of the Department of Justice to enforce the laws created by CONGRESS and these laws are ruled on by the COURTS (the judicial branch).

Your problem lays with the Legislative and Judicial branches bud, nor the Executive branch under Trump. But you know this, which means either you are intentionally trying to straw man Trump into blame or facts don't matter to you... but lets push on, shall we?
