Wouldn't name fanatics "good men". If catholic is member of Opus Dei or some "secular order" then for sure shall be trusted as "agent of Vatican". If catholic belongs to the clergy - too shall be treated as "agent of Vatican". Very active faithful ones ? Depends,probably some security check would be nice. Normal average faithful - doubtful.
In fact even "Roman Catholic" attending to church can be as well agnostic or non-believer in many cases - just going to church because of "tradition"/"social norms" or something. Some of those people call themselves even "non practising believers" or something like this.
