A corrupt government is as a judgement from God. If God's not in your efforts to eliminate government corruption, they won't succeed (certainly at least not in the way originally planned). The spiritual precedes the physical. What we need is mass soul-winning, mass repentance, church reformation, and church revival.

It all though starts with men turning to God. From there the decay can dissipate.
