They do have to attack cash. But cash is going to be sought if the economy starts "crashing" so they have to take bank-runs away.
Perhaps they crash it long enough to make every one spend their cash they took out. Which means they need to crash and cyber.

They'll blame cash hoarders for causing liquidity issues (even though they can print infinity money) and use it as a basis to change to digital
