Where is there any further info on this incident? Both parties at the locale will have radar and eyes on the ground and planes. So, who saw what.

No. This 17 second video is all there is. There's a reddit post where someone is supposedly translating the innocuous banter and a lot of professional skeptics claiming it's a ship in water.
