People create cities around ports. Ports enable commerce, cities rise up. Cities get into high density people, living on top of one another. Fighting. Stealing. Killing. People have bad ideas how to handle such things. Some get really tough on crime, put to death a lot of young misguided young adults. Some get really soft on crime, robberies and homicides skyrocket. Commerce keeps growing, politicians keep asking for more money to “solve” the crime problem. More money leads to corruption… people seeking power for its own sake, not to serve the people. Eventually they realize if they keep the crises going, they can always ask for more money and more power, forever.
