Im not reading all that, but: The last time I was in Afghanistan was 2019, we could track the Afghans everywhere they went. Everytime they passed through an ANP checkpoint (often) they were biometrically scanned and their "profile" was updated. The various alphabet bois NSD/NSA/DOS/CIA/etc had access to a database with all the ghans' comings and goings.
If they applied for a job on the base, CI would pull up a list of everywhere the afghan had been: "oh you entered Ghazni 24hrs before a major ISIS offensive and frequently move in and out of high threat areas, follow me to this bunker..."
I've watched the special forces cosplayers of several major domestic LARP squads use the exact same equipment carried by DOD (and eventually the LN sister forces) to start the Afghan/Iraqi databases. We called it the BAT and HIIDE system. They don't need a warrant, just "reasonable suspicion." If you live in a stop and ID state, they don't even have to tell you what that "reasonable suspicion" is.
