You say that as if plagiarism was invented by whoever wrote the "fake" document. People have always lifted ideas they like. If it's fake, then why is carrying out what's in it so real?
Read the "fake" docs, then look around at real people proceeding with making these protocols become real - who are these people? The WEF, WHO, and others.
