Absolutely. It is war, on purpose. It is clear from the decades of denial that it has been a tool of the elite, as it's been global (over many countries). So it's not just the US doing it. Now, it could be UN, but they do not have funds to mount a global operation like this particular one. Then who does? Who has the overall power to direct nations to spend their money on their programs of flights? The elite.
