Think of them as younger souls in an age of mostly innocence. Humans are like in an age of rebellion but after this we start going back to innocence again.

Yes, they are younger though. Atoms were around longer than all of it but some new souls enter the universe as atoms because they are just experiencing the simplicity of it all.
