One thing I find amusing, say a cyber-attack does happen, then any form of digital data in terms of records of taxes/debt etc are plausible deniability because you can claim that you paid but it never went through and now the cyber-hack lost that data.
I don't think they are that dumb to risk cutting a system of service that allows them to control the sheep.
