This person is part of Reuters (inference based upon groups and wording in note).
This person attended the meeting (post zoom tab) and shared this screenshot 4 minutes after it occurred. They are in same timezone as meeting.

So, what obligations are these? Probably guidelines of what is PERMISSIBLE to communicate to the population or not, this is known by THE HIVE advisors that probably have direct communication with top bureaucrats in the UN.

Of course they will have plausible deniability and say this is just for not breaking laws and guaranteeing the legal safety of the network. But we all know how legalism is used to justify the oppression of the Empire.
