Im not aware of who that is or the significance, but what i will say is here we go again them trying to bring on another wave of panic cause "too many" people are catching on to stop wearing the mask.

He was significant. When his country was given the "chance" to submit samples for PCR testing, he sent in samples from fruits and random animals under Tanzanian names and they came back positive. He then announced this on a press conference.
