Rock formation like that is generally cause by ice jacking. The edge at one time long ago was less steep. Springs or natural water on top of the mountain will drain into fissure and cracks in the rock. When it freezes in the winter, water expands and can break chunks off. You can see the lower half or “root base” is all shale rock that has been broken off.
