It's evident that TPTB truly feared Trump. Not sure why he didn't go full Martial Law on their asses, I would've. But hey, I'm not the one with Looking Glasses.

I think he'll recognize this as his one ultimate regret. He saw the steal coming. He saw what they would do, and how they would do it. He couldn't bring himself to declare the martial law. It's a line he couldn't cross, and I feel, he will come to regret it (if he hasn't already)
