The "Wikileaks just dumped all of their files online!" story has been circulating for a couple of years now.
https://file.wikileaks.org/file/ is just the file directory of all their files that have been published since Wikileaks' inception.
I suppose it's a good way to get people to look at the files (by creating hype), but there's nothing new there.
