As far as I am aware, Lary Silverstien owns no property in Maryland, nor can I think of a way he can tie any of his losses to the infrastructure the bridges destruction has caused, let alone "a trillion dollars" in damages. Nor the Infrastructure Law Biden signed before the bridge's collapse.
