There is no doubt some of that, but they also have some unrestrained pervs in their ranks. For either case, some subtle local action is needed, leaving no backtraces. A society needs to be safe for the weakest, the youngest children who cannot protect themselves. By the time the rule of law can be applied to known predators, it is too late. Previous civilizations generally did not put up with such harmful individuals. When one catches a predator actually acting on a child, it is important to act to prevent future acts.
