First of course they always say it is for medicine. But secondly they are targeting the brain as you said.

Well there is more research than that. I had thought perhaps the research he showed was more similar to the ferro-metallic proteins which scientists injected into rats that bound to certain brain regions and could be influence by magnetic fields.

The point is, there is research involving using nano tech in the brain which interacts with EMF (or just the EF or MF) to change their behavior.

And as mentioned before, they long ago studied EMF weapons to influence people's brains without nanotech involved. So it's bad either way.
