The reason of not using guns is fear. Americans live in fear. Perpetual fear. They live their lives in fear. They are too terrified and scared to use their guns out of fear of what would happen to them afterwards. Americans know they wouldn't be capable of getting away with toppling the government without extreme consequences that will crush them top to bottom. They fear the consequences way too much of trying to fight the government.

The communist police will gang up on you and shoot you instantaneously as punishment for trying to fight them. You won't win the shootout against them. They're better at using guns that you.

Do Americans even know how to use guns? Are you confident of your aim? Sure you won't miss your target or accidentally shoot yourself instead the target. To be honest, not that it really matters anyways, you're not going to get past the body armor that the communists likely wear.
