There can be tanks under the baggage compartment too. I once flew on a NASA CV-990 research plane formerly used for passengers commercially, and a guy pulled up the aisle carpeting to reveal a hatch. It opened to the baggage level, and we went down in-flight to fix a connector. He told me there was tank underneath us.
