It takes phone numbers and IP addresses to register. Unless you're the press, or GOV, or corporate advertising, and they insert bots and trolls, or previously paid twitter too.

There are no VPNs on Twitter for the public.

You can try to work around, but they verify you. If they can't, no register. Not to say there aren't other ways. No point if all you're saying is shit. It was the most dystopian platform. His plan is to make it even more so. Maybe for better reasons. More free speech. But skeptical.
