The business is easy to set up and so this crap has been exploding exponentially. The use of ATS has become a plague like cockroaches.

Added: Since posting this comment I did research and I'd found that many (shoddy) agencies now use AI software and the 'recruiter' may not even exist. If you respond, it goes to offshore labor that pretends to be the fake recruiter. (The ones that don't respond I think are the ones doing the H1B / L1 scams. All that counts there is that they can prove to the govt they solicited for a job.) So they have automated spam employment emails to the level of robocalls.
