People are so dumb and pacified it'd actually be frighteningly easy to pull off. They wouldn't need to do anything ostentatious like blow up a series of power plants. It'd be as simple as flicking a switch then inviting an "EMP expert" onto the evening news and having them dribble meaningless phrases like "controlled pulse" and voila, while slightly miffed, the average shit muncher would just pop a DVD in and await further instructions.
