In December 2021, in a last chance for peace, Joe Biden rejected Putin’s mutual security accords that would have left "neutral" Ukraine intact. Biden said "Russia doesn’t say who can join NATO.". Jens Stoltenberg specifically rejected Russian demands to halt membership for two countries Ukraine and Georgia. Russian security concerns once again were brushed aside. According to Amanda Sloat, adviser to the WH in 2022, and who was senior director for Europe on the National Security Council, the war could have been easily avoided December 2021: "Ukrainian declaration of neutrality," she said, “would have prevented the destruction and loss of life.".
