The ICC's definition of genocide in Article 6 of the Rome Statute differs from the UN Genocide Convention's definition since the ICC is concerned with "individual criminal liability", e.g. ICC prosecutes individuals, whereas the Genocide Convention primarily addresses state obligations. According to the ICC definition, the United States and Israel have definitely committed "genocidal war crimes", as the OP puts it, by deliberating targeting and killing children in bombings in Iran.
