I'm not sure which conspiracy theory mindset you're referencing, but in general, all large systems are guided as they grow and are largely controlled/contained. There's no way around that.
However, from the patterns I've seen in my time, there is usually a lot of leeway to do what you want outside of the system, so long as you are not directly interfering with any active goals of the system. You don't get any of the conveniences or niceties of the system that way, though, which is what keeps people in it.
