That's not a problem only in Vienna... it's all over the Western world. Most people don't know the difference between Refugees and Asylum Seekers.
a) Difference implies division from one another...refuge and asylum implies unification with one another. Nature differentiates; few utilize unification to artificially invert many.
b) Refuge from re (to respond) fugere (to flee) represents a deception, since one cannot flee from nature while being form (life) within the flow (inception towards death) of nature. Flee and flow have the same root pleu - "to flow"... https://www.etymonline.com/word/flee
So instead of fleeing...how about RE (to respond) FUGE (masonic joint)?
c) Asylum aka a (without) sylē (right of seizure) doesn't exist within a free will of choice realm...unless willingly ignored.
Taking possession tempts one to ignore being potential (life) within procession (inception towards death)...so taking seizure of one another by unification through a masonic joint represents a mere distraction.
There's no asylum or refuge in nature...only temporary entrance (living) into ongoing exposure (dying).
