You are projecting Western way of doing things to the countries who work different. You think that if one have fish, then it could only be sold to one who need it. My theory, Trump is letting Russia be Russia so he could bomb Iran with less distractions.
Trump is just a public assclown, he decide absolutely nothing. If he will just try to think about deciding anything on his own, he will be JFK'd at the same day. But he is not capable of even trying to think.
I see merit in both your points. Trump does focus hard but sometimes he's willing to break to mix it up say to relax and work on his golf game can pay dividends.
However, Iran should be careful not to let the lesser fight in space distract too much from their ground battles.
