Is this a valid conspiracy theory?

I'm watching this and 5 minutes in the guy is talking about people in power who somehow benefit from the situation. I'm not seeing they're going to benefit from running everyone out of a rather crap city in BFE. It's not Robocop and they're not going to flip it later.

5 minutes into the video and I can confirm that old money in those towns don't want revitalization because property values go up and the taxes follow. This is an issue in Oklahoma as well as Arkansas. That's the simple answer and I've heard the exact same thing that guy say in an eastern Oklahoma town. Many other factors as well. I'll watch the remainder of the video and comment more after or during and reference the time in the video. I'll present my opinion about other issues at the conclusion

To follow up with the previous comments...

I can see what's going on there is similar to many towns in Oklahoma. Most of the run down housing is likely on tribal land. You only lease the land from the tribe, they still own the land. Nobody wants to invest where they can not hand down to the next generation or easily sell. Palm Springs California is similar. Developed land is primarily in the "fee simple" areas. Drugs are definitely a big problem in those areas. The lack of jobs is another big problem as well as how development moves to the interstate highway system. Malls throughout the nation will continue to decline due to online shopping. That's going to be an issue everywhere. Brick and mortar stores will become few and far between in the decades to come. The King's entourage (government workers) have a huge advantage in those areas because they have the steady income needed to purchase a house. I don't think it's much of a conspiracy as much as it's just the way things are going. Nice video

One more comment. Generally,the people who "have" in those areas prefer to be the big fish in the small pond.
