The ban is about the software access to the espionage hardware...he ain't gonna snatch her phone.
The comic should be in reverse...him offering free smartphones; him putting the smartphone into her hands; she getting anxiety about not being able to talk about what's shown to her...for her own protection; of course.
Edit: add another panel of what she sees on the screen...another rape news at the top; blocked comment section at the bottom.
That's too much for the simple minded, this is basic and gets the point across.
