a) College aka col (together) legare (to choose)...there's no such thing as choosing together without ignoring ones free will of choice.

b) Re (to respond) com (together) ment (mind) implies a consensus among many shaped by suggestions of few.

even though it's "free".

Even (balance) sets odd (choice) free...any free college recommendations imbalances choice if consented to.
