Globe implies a mass, yet a mass can only be shaped during a pass. Only if motion passes matter can matter be amassed into a globe.
As for weather warfare...if weather implies direction of wind; then confining weather within a circle (globe) establishes warfare aka two sides waging war against each other during a linear fare (journey; ones passage in life).
Notice that few can only control the weather if many are distracted by warfare aka logic (inward circle) and reason (outward circle).
Furthermore...reconsider solar wind (linear) generating globe (circular) while causing disturbance.
