What would happen to a modern(ish) country is every power plant, bridge, and water treatment plant were destroyed inside a one week period?
The US could certainly do this. But it might not be advisable.

A superintelligent AI could theoretically shut down every power, water and water treatment plant in a nation. No need for explosives. Some speculate China could do this to U.S today. That would result in capitulation without a single bullet being fired.
A single B2 with a bunker buster could destroy the 3 gorges dam and China would be in the same shoes.
Anyway, there is no such thing as a super intelligent AI.
No, China wouldn't be in the same shoes. Not even close. The Three Gorges Dam currently provides less than 1% of China's total electricity demand. Yet, China consumes more than twice the electricity of the United States. China's annual electricity consumption recently surpassed the combined total of the EU, Russia, India, and Japan. Let that sink in.
