Knocking the power plants, water treatment and bridges will cause a ton of collateral damage. Dangerous debris to be spread, ruptured gas lines that cause explosions, many hospitals to shut down, toxic materials in the air, reduce sanitation etc. All these will kill massive amounts of people, to pretend it won’t is foolish.
Is everyone standing on the street right outside the desalination plant? What do you mean dangerous debris? Is the dangerous debris in the room with us right now?
If my town went dark today, I lost my wallet, roads are all blocked, toilet stops flushing, tap pushes mud then clogs... I'd be so fine except for the internet withdrawals. For months, maybe years, without having to think about relocating. E: I'd have to chop wood for winter.

No, but bombing them spreads chemicals into the air, it spreads through the area and kill people.
Literally any uneven ground can cause someone to fall over and injure themselves. Bombing bridges will cause just that in areas near them. Small particles will spread from these bombings into the surrounding areas, polluting the air and making people sick.
