Of course a civilization that's not as educated would have a lower iq. Civilizations adapt and as they become more developed, they will become smarter. No civilization has been at the top just because they are permanently genetically better than others, they just had providence on there side to make more advancements and therefore raise their iq.
Africans having a lower iq has to do with not having the circumstantial luck to become more developed, it doesn't have to do with them being permanently genetically dumber.
You can't educate people to be intelligent.

Then how did white people go from being in caves to building first world countries? Through circumstantial luck and education. It takes generations, but denying that other ethnicities can become on the level as those on the top is an extremist ideology and not Christlike.

It doesn’t take a million years, just a few generations. Treating them like sub-human will only prolong the suffering and prevent foreigners from integrating into society.
