Subsaharan africans and native Americans were all literally able to do the same things before Rome. Without its proximity to Rome, Western Europe would be nowhere as nearly developed.
The same happened with western europe. Most of this stuff was imported to them from more developed people, they weren't able to create it all on there own.

European barbarians managed to develop agriculture, animal domestication, the wheel, and writing before Rome even existed. So yeah, they were able to.
