AFAIK, the basic document for most Americans that undeniably prove their citizenship is a birth certificate, which is issued by local medical authorities. Where is the feds in this scheme? I understand that feds grant citizenship for foreingners but that's smaller part of US citizens.

All that system looks like puzzle for me. :) I still don't understand, f.e., what document young American have to show in liquor store as a proof of his age to buy a bottle of whiskey, if he, for some reason, don't have driver license. :)
Isn't driver's license could be issued to non-citizens? Or non-citizen driver's license is different or have special marking that it is for non-citizen? AFAIK in US you can't drive using your country driver's license more than limited amount of days (90?) and have to get US one even if you are just a tourist with temporary visa.

To your temporary driving permit, yes, those exist, but they're supposed to be wildly different from the normal citizen's cards. The problem issue is those states previously mentioned do not make that distinction.
Driver's license is issued by states, and they aaccounted as valid ID for voting. There is no way to force common fed rules on the internal business of state in issuig driver license.
So if some state will not demand birth certificate for driver's license, then there is no way to cut non-citizens from voting - they will show that state driver's license and should be allowed to vote as citizen.
Birth certificate have no photo, so it can't be used as proof of citizenship at voting stations.
Then I don't see any solution other than demand birth certificate along with driver's license at voting stations or implement a new federal (or issued by state under strict fed rules) document. The latter then will give feds unnecessary additional power over all US, at least in question of voting.
Democrats resist voting ID because they need illegal votes of non-citizens, and at the same time conservatives could view voter ID as a feds overreach.
Why not demand birth certificate or whatever document foreigners get, when granted legal citizenship, as a proof of citizenship, in addition to any document with photo at voting stations? No additional suspicious fed IDs, no way for non-citizens to vote (at least massively).

Any form of government issued picture ID. Student ID doesn't count.
So:
Military ID
State driver's license
Passport
Any other government issued ID with picture. Must have DOB
