I believe it’s within the realm of possibility but I don’t think it’s likely for a few reasons.

A- it’s a lot more difficult to pull off than just a regular war or other crisis. It would most likely require a lot of cooperation and coordination with a bunch of different large countries.

B- It’s likely to unite the world population together as humans to fight this outside threat. The govt wants us divided and to hate each other.

C- if they have the technological capability to do this with holograms and whatnot, they risk this tech getting out to the general public. We almost certainly have tech that is kept secret simply for the fact that if we use it, it may fall into the enemies hands. No reason to use our best tech unless absolutely necessary
