When Mary and Joseph were asked by the authorities to go back to their home to be counted in the census, they went without protest.
And they never left the borders of Rome. They literally went to the next province over.
The reigning dictator told everyone to go back where they came from, and Joseph lawfully obeyed. How does Joesph's compliance in returning to his homeland make him a refugee?
