Mmmhmmm. Is this like the time you posted "TEXAS BLOCKS INTERNET TO ANYONE WITHOUT DIGITAL ID" but it turns out they don't actually have an ID system in place and the law is totally unenforceable?

Whether they can enforce it or not, the intent is there.

The difference is that one is being enforced, against all laws, and the other can’t be and isn’t.
