Whether they can enforce it or not, the intent is there. Remember when everyone dodged Digital ID with VPNs and the vermin learned from that to go device level with their control system? They pass something fragile first, study how people avoid it, then crack down on that.

The difference is that one is being enforced, against all laws, and the other can’t be and isn’t.
