I'm starting to believe it is intentional for the following reasons (although additional reasons may apply).

Autonomous commercial vehicles are quickly becoming a reality (starting with taxi service), but the big rigs are about to be a thing. They needed the number and severity of accidents to increase to set the baseline high so autonomous vehicles would appear to be a safer option. I believe it's safe to say that autonomous big rigs would have an increase in accidents, but a higher baseline would mask the problem. To make it an affordable option (to encourage investment in the new technology), they would need to deport or otherwise remove massive numbers of commercial drivers. I would also expect to see "protections" passed into law that would limit liability for this new technology.

Just my quick thoughts regarding this subject
